General Statement of Duties
The Information Technology (IT) Director serves as a key member of the County's executive leadership team and is responsible for the strategic planning, development, implementation, and management of countywide information technology (IT) systems and services. The IT Director ensures that technology investments and operations align with the County's goals, improve service delivery, protect data security, and support innovation in public services.
Duties and Responsibilities/Knowledge, Skills, Abilities
Develop and implement a strategic IT vision that supports the County's goals and long-term priorities.Oversee the management of IT infrastructure, cybersecurity, data governance, software systems, and support services across all county departments.Lead and mentor the Information Technology Services Department, including staff supervision, professional development, and performance management.Collaborate with department heads and elected officials to assess technology needs, recommend solutions, and manage implementation.Ensure compliance with local, state, and federal regulations regarding data protection, cybersecurity, and technology procurement.Develop and manage the department's annual operating and capital budgets.Negotiate and manage vendor contracts for technology products and services.Lead disaster recovery and business continuity planning for critical IT systems.Promote digital equity and citizen access to online county services.Represent the County on technology-related committees, task forces, and regional/state initiatives.May require extended hours during emergencies or system outages.
Knowledge, Skills, and Abilities Strong leadership, communication, and strategic planning skills.Deep understanding of information systems, cybersecurity, cloud computing, and data analytics.Familiarity with public sector budgeting, procurement processes, and IT regulations.Ability to foster collaboration and build consensus across departments.Proven track record of modernizing legacy systems and improving operational efficiency.
Desirable Education and Experience
Bachelor's degree in Information Technology, Computer Science, Public Administration, Business Administration, or a related field (Master's degree preferred).Minimum of 7-10 years of progressive experience in IT leadership roles, preferably in local government or a public sector environment.Experience managing large-scale technology projects and enterprise systems.
Other Information
Must possess a valid North Carolina driver's license upon hire.In county residency preferred.
